ICT Toolkits
The CACP toolkits are provided to help CACP members move forward information management and technology initiatives. They are designed specifically for Canadian Law Enforcement agency usage.
These toolkits are maintained by the CACP ICT committee, if you see any issues or would like to suggest a new toolkit, please contact the ICT committee chair.

The types of tools available are the following:
- Guide – This is a pre-defined process that your agency can leverage in making a decision.
- Best Practice – A commercial or professional procedures that are accepted or prescribed as being correct or most effective.
- Sample – A completed document or resource that is to provide guidance to your agency.
- Resource – Another tool such as a calculator, etc.
Mobility Adoption Toolkit

This toolkit is designed to help your agency adopt smartphones for your front line officers. It is focused on bringing value to your organization through operational usage. The toolkit is broken into phases of mobility adoption, to help guide each step:
Mobility Vision Development
This step guides your agency to agree on the goals of mobility for your organization. It helps you decide the big question – should smartphones be used for operational duties, or solely for administrative functionality?
Tools
(Guide) Committee Visioning Process – This presentation guides your mobility committee in the process of establishing your agency mobility vision.
(Sample) Agency Mobility Vision – This is a completed mobility vision that can be shared with your agency executive. It is meant to help gain approval to complete a mobility roadmap.
Mobility Roadmap Development
This step helps your agency to build a smartphone mobility adoption plan. The goal for this step is to develop a plan to achieve the vision identified in step 1. It does this through analysis of specific smartphone functions for law enforcement.
Tools
(Coming Soon!) L/E Smartphone Operational Capabilities List - A general list of operational law enforcement functions that are available today through a smartphone/tablet. These should be reviewed by your agency during prioritization.
(Guide) Committee Road-Mapping Process – This is to guide your mobility committee to determine the prioritization of operational capabilities, and then develop the roadmap.
(Sample) Mobile Capability Prioritization – This is a completed set of priorities that an agency has identified for their smartphones, which is designed to enable them to achieve their vision.
(Sample) Roadmap – This is a completed roadmap that an agency has developed. This document can be used by executive to make approval decisions, and I.T. to plan implementation of priorities. - Due to it's sensitive nature, this item is available by request only.
(Sample) Agency Mobility Strategy Recommendation – This is a completed mobility strategy from another agency, that includes both a vision but no roadmap.
(Sample) Mobile Business Case– This is another example of a completed business case that includes the vision, strategy & roadmap. - Available to logged in users only.
Mobility Technology Planning
This step helps your I.T section determine how to achieve the items within the Mobility roadmap. It is a set of steps and answers to questions the agency must complete prior to implementing technology.

(Coming Soon!) CACP ICT BYOD Recommendation – This document is the findings of the CACP ICT committee on BYOD within Canadian Law Enforcement agencies.
(Sample) Mobility Security Model – This is a sample visual representation of smartphone security requirements within a Canadian L/E agency.
(Sample) Device/Platforms Matrix – This is a sample matrix of the available smartphone/tablet platforms and the operational functions for a Canadian L/E agency.
Mobility Implementation Projects
This step is the implementation & post-implementation of smartphone/tablet technologies within your agency. It will help guide your projects and related agency needs.

(Coming Soon!) Mobility Project Plan – This is a sample project plan to implement the core mobility requirements for a Canadian L/E agency. It includes back end setup (MDM/EMM, VPN), administrative functions (email, calendar, etc.) and device rollout.
(Sample) Mobility Policy – This is a sample Canadian L/E mobility policy, which your agency can use to tailor your internal use policy.
(Sample) Mobility Acceptable Use Agreement – This is a sample Canadian L/E mobility acceptable use agreement.
(Sample) Mobility Agreement Signoff – This is a sample Canadian L/E mobility user signoff (to accept the policy & acceptable use agreement).
(Best Practice) Device Protection Plan Analysis – This is a research document that demonstrates the cost/benefit analysis of mobile device protection plans for Canadian L/E agencies.
(Best Practice) Apple Enterprise Developer Agreement Steps – This outlines the steps an agency needs to complete to build applications and host them on the app store.
Cloud Adoption Toolkit

This toolkit is designed to help your agency adopt cloud technologies. It is designed to provide information to your agency to make sound decisions that maximize your value and minimize your risk. It will also bring value to your organization through leveraging experience, best practices, and standards specific to Canadian L/E agencies.
This toolkit is broken down into three sections specific to cloud adoption, which can be applied to any Canadian L/E agency:
Is Cloud the Right Option?
Can & should I use the cloud for a specific initiative? This is a key question that your agency should ask for each imitative, and there are many questions that need to be asked in determining the answer. This section of the toolkit helps you ask the right questions, and get the answers.

(Sample) – Information Classification Policy – This is the first step in adopting cloud solutions – what are the security standards of my agency? This sample policy is based upon the RCMP Protected A, B, & C. - Due to it's sensitive nature, this item is available by request only.
(Resource) – Information Classification & Retention Template – Once your agency understands and agrees to a security classification, what is the classification of the data for this specific initiative?
(Resource) – Offsite Info. Standards & Best Practices – This is the keystone of this toolkit – a quick resource that references all applicable security standards for Canadian L/E agencies. This will help guide your agency to what they need to look for in a cloud solution & vendor.
(Resource) – SaaS vs. On Premise Calculator – This tool is a quick calculator that lets you cut through the buzz on “the cloud is always cheaper”. While this may be often true, it is not always. This helps you compare on-premise & cloud solutions “apple to apple”.
Selecting a Cloud Solution

(Coming Soon!) – Cloud RFP Wording Template – This tool is boilerplate Request-For-Proposal cloud wording specific to Canadian L/E. It can be used for any cloud selection.
(Resource) – Offsite Info. Standards & Best Practices – This is the same tool mentioned in the “Is Cloud the Right Option” section. Use it for selecting a vendor – send them the checklist and get them to fill it in, within an RFP or stand-alone.
Cloud Solution Implementation
When implementing a cloud solution within your agency, there are tasks you need to ensure are completed. This section is focused on easing your implementation.

(Coming Soon!) – Offsite Data Storage Policy – Many Canadian L/E agencies have policies that state data must be stored within their agency walls. This is a sample Canadian L/E policy that allows the migration to cloud storage in a manner that will continue to protect your agency.
