Bio – Timothy M. Smith
Born and raised in Ottawa, Ontario, Tim attended the University of Waterloo and Carleton University graduating with a Bachelor of Arts degree in Economics.
He began his professional career in micro-computer sales which lead him to CNCP Telecommunications (Unitel, AT&T Canada, AllStream). In 1988, Tim was recruited into a new role as a National Account Manager at the Department of Communications, Government Telecommunications Agency (GTA) -responsible for procuring telecommunication services on behalf of the Government of Canada and re-selling these services to federal departments and Crown agencies. During his eight years, the group moved into PWGSC and became Government Telecommunications and Informatics Services (GTIS - now PWGSC/ITSB). Within GTIS, Tim worked closely with many federal organizations and technology companies in developing solutions for such organizations as the RCMP, DND, CCRA, CBC and specialized in both terrestrial and satellite communications.
Tim joined Cablecom Networks, in 1996, where he was successful in securing the company’s largest single contract – to design and install a communications cabling infrastructure at 1200 RCMP locations across Canada. He was quickly recruited by the Nortel Networks Cable Group (NORDX/CDT, now Belden) where he became a Senior Account Manager responsible for the federal government on a national basis. Tim thrived in this role, growing annual revenues from $2M per year in 1996 to $12M per year in 2001. In addition to the responsibility of end-user accounts, Tim managed relationships with various channels, including Certified System Vendors (Bell Canada, Telus, IBM, etc.) and distribution chains. His major projects included the RCMP, DND, Nortel Networks, JDS Uniphase, Queens University, Ottawa International Airport, Canadian War Museum, among many others.
While Tim has gained an extensive background and presence in the IT and Telecommunications world, he sought out a different path based on his vast government relations experience.
This began with the Canadian Mental Health Association (CMHA) and then to the Canadian Police Association (CPA) where his focus was to enhance the relationship between the CPA and government. He advocated on behalf of CPA members to Members of Parliament, Senators and other key stakeholders. In particular, Tim arranged the participation of all four political leaders (or their representatives) and performed all communication activities for the CPA in support of their AGM. This included a “Police Day on Parliament Hill” where 200 meetings took place between politicians and ‘front-line’ members.
In a very short time, this developed into other consulting opportunities and the formation of Timothy M. Smith Consulting Ltd.
Currently, Tim represents the Canadian Association of Chiefs of Police (CACP) as their Government Relations and Communications representative. In this role, he has been tasked with advocating key CACP priorities and developing greater relationships between the CACP membership and the Government of Canada. The CACP is comprised of an extensive series of Committees dedicated to dealing with a wide range of issues important to public safety and security and to improving Canadian policing and the criminal justice system. In this regard, Tim will be focussed on gaining greater collaboration between Government and CACP Committees to assist in enhancing public policy.
Outside of professional life, Tim and his wife have raised two highly active children - Owen and Alexandra.
