Job Description / Duties
Working within the Combined Forces Special Enforcement Unit - BC (CFSEU-BC), the Organized Crime Agency of BC (OCABC) is recruiting for a new member of the Senior Management Team to provide a key leadership and strategic foresight role in developing and implementing the goals and objectives of the OCABC and the CFSEU-BC. The candidate will assume responsibility for provincial priority support units as well as all corporate and client services functions that provide foundational structure to both the CFSEU-BC and the OCABC. The candidate will be an effective motivator of people with the ability to impart the mission, vision, values, direction, and policies of the OCABC and the CFSEU-BC to others.
Reporting to the CFSEU-BC / OCABC Chief Officer, the Deputy Support Services Officer will be responsible for:

Leadership, organizational oversight, and supervision to multiple units that support the provincial and organizational activities of the OCABC and the CFSEU-BC
Planning, directing, coordinating and monitoring the activities and priorities of five reporting units in alignment with the CFSEU-BC Strategic Plan
Organizational administration of Letters of Agreement, Letters of Understanding, and Memorandums of Understanding with external partners
Advising on organizational planning and external/internal corporate and client services
Directing and overseeing the development and execution of special projects involving the continuous improvement of services
Organizational oversight of the Training Section and program development
Providing leadership in developing approaches, strategies, plans, systems, programs and initiatives to promote and foster employee-management relationships for all agencies and categories of employees across CFSEU-BC
Directing, overseeing, coordinating and managing all activities of the CFSEU-BC/OCABC Labour Relations to advance organizationally sound employee-management relations that are conducive to a positive, healthy work environment which includes the effective utilization of human resources and the development of a world class workforce
Supporting employee-management relations, as well as facilitating employee participation, through their
representatives, in the development and implementation of organization wide labour relations policies and programs
Supervising, managing and overseeing the Administrative, Financial and Human Resource activities of the OCABC and CFSEU-BC
Overseeing/participation in labour management committees that occur with employee/member representatives and police association/civilian unions
Managing and delivering all aspects of organization security, including business resumption planning, contingency planning, community events and public relations activities
Qualifications / Required Skills
This is an Exempt Sworn Police position. We are looking for an innovative, creative, future-oriented executive with an
extensive policing background, positive attitude, proven expertise and leadership skills with following qualifications:
Minimum 3 years of experience as a commissioned police officer (Inspector, Superintendent or above) with broad administrative, human resource and operational support responsibility and experience
A University degree and/or completion of senior police administration and/or executive development
courses for police officers or equivalent would be an asset
Demonstrated ability to lead an organization to achieve strategic goals and objectives
Experience in an integrated policing organization or with joint forces operations would be an asset
Knowledge and experience with labour relations issues and laws, leading in a unionized police environment
would be an asset
Knowledge and experience of the British Columbia Police Act, OPCC processes and procedures, the RCMP Act, and RCMP Conduct processes and procedures
Knowledge and experience with Independent Investigations Office of British Columbia processes and procedures
Knowledge and experience with effective stewardship of financial management processes and a demonstrated successful track record of effective budget planning and management. Experience with procurement processes and related Provincial / Federal Treasury Board policies would be an asset.
Outstanding leadership and human resource management skills
Strategic thinker with the ability to envision the nature and evolution of a police organization with a mandate to fight serious and organized crime
Team-oriented management style coupled with strong communication and interpersonal skills
Highly effective team builder and team leader with ability to lead highly trained police officers and civilian professionals
Excellent written and oral communication skills, with the ability to synthesize issues and convey ideas succinctly and with great clarity to internal and external audiences
Ability to work flexible hours and travel as required to meet organizational needs
Strong interpersonal skills and integrity
Formal training and experience in creating a Respectful Workplace and addressing Harassment in the Workplace would be an asset
Ability to obtain and maintain a RCMP police security clearance
Additional Information
This is an Exempt sworn member position, working 40 hours per week. This position requires in-office attendance.

Salary: Annual Salary: Commensurate with Municipal Police Compensation at Equivalent Rank
