VICTORIA, BRITISH COLUMBIA – The Canadian Association of Chiefs of Police (CACP) is proud to announce the winner of an award recognizing a partnership established between public and private sector organizations to improve the overall safety and security of Canadians.

This year’s CACP Policing Partnership Award was presented to the Toronto Police Service (TPS) in recognition of the development and successful implementation of the Taylor Swift “Eras Tour” concert policing.

The Taylor Swift Concert Series in Toronto was an unprecedented, large-scale collaborative policing initiative spanning multiple jurisdictions and sectors. Led by Acting Superintendent Craig Young of the Emergency Management and Public Order Unit and Inspector Stefan Prentice of the Intelligence Unit, the TPS orchestrated a comprehensive, multi-agency operation ensuring public safety, efficient logistics, and exceptional community engagement across six sold-out concerts. This initiative brought together public, private, and international stakeholders, including local City of Toronto divisions, U.S. federal agencies, and security teams from other major cities. Through meticulous planning, innovation in crowd and traffic management, and robust communications strategies, the team delivered a safe and positive experience for tens of thousands of attendees.

What distinguished this initiative was its large scale and cross-border engagement. Emergency planning included debriefs with agencies in Vancouver, Miami-Dade, New Orleans, and Wembley Stadium in London, reflecting a global intelligence-sharing and best-practice approach. Initiated in June 2024, planning intensified by August and expanded to include weekly meetings with stakeholders from the TPS, the Toronto Fire Service, the Toronto Paramedic Service, Metrolinx, the Toronto Transit Commission, and multiple City of Toronto departments, as well as private sector partners and Taylor Swift’s global security team.

The concert series served not only as a cultural milestone for the city but also as a policing model for future large-scale events. Through unified leadership, proactive intelligence, and meaningful community collaboration, it demonstrated operational excellence and a commitment to public safety that is deserving of national recognition.
