EDMONTON, ALBERTA – The Canadian Association of Chiefs of Police (CACP) is proud to announce the winner of an award recognizing a partnership established between public and private sector organizations to improve the overall safety and security of Canadians.

This year, the CACP Policing Partnership Award, sponsored by Triton, was presented to The Royal Canadian Mounted Police (RCMP) in recognition of the development, implementation, and success of the NOCARGO project.

Project NOCARGO was launched in June 2025 to rapidly identify and prevent the export of fraudulently acquired vehicles through Canadian marine ports. While overall auto theft rates have shown recent declines, organized crime groups have adapted with increasingly sophisticated techniques. These include high-yield vehicle finance fraud schemes, advanced re-vinning practices, and the strategic use of compromised identities. These evolving methods drove an estimated $900 million in insurance losses in 2025, underscoring the need for a coordinated federal response.

To counter this threat, Project NOCARGO established a national, intelligence-driven framework that brought together the Canada Border Services Agency (CBSA), INTERPOL, domestic and international law enforcement partners, as well as key financial and automotive industry stakeholders. Beyond disrupting shipments, the project was focused on exposing and degrading the organized crime networks orchestrating these schemes. Through joint analytical efforts between the RCMP’s Federal Policing Criminal Operations – Financial Crime  and INTERPOL criminal intelligence units, at least two significant transnational organized crime groups were identified, with comprehensive intelligence packages nearing finalization.

Since July 2025, Project NOCARGO has prevented the export of 185 vehicles valued at $13.4 million. By targeting trade-based money laundering models, the project disrupted criminal vehicle-purchase-for-export schemes that exploited trade documentation, valuation loopholes, and broader supply chain vulnerabilities.

The partnership also extended to the CBSA whose increased volume of referrals demonstrated growing trust in the initiative and recognition of NOCARGO’s operational value. The Financial Transactions and Reports Analysis Centre of Canada’s (FINTRAC) involvement strengthened national anti-money  laundering alignment, streamlined proactive disclosures, and improved the identification of trade-based money-laundering patterns. The ongoing collaboration with INTERPOL enabled international vehicle recovery efforts, supported intelligence sharing with destination-country partners, and reinforced Canada’s global leadership in combating vehicle-based financial crime.

Project NOCARGO has directly improved public safety by preventing criminal proceeds from leaving the country, reducing the ability of organized crime groups to finance further illegal activities, and strengthening border integrity. Its coordinated, national structure demonstrated a scalable and sustainable model for addressing emerging financial-crime threats through integrated policing and public-private partnership.
