EDMONTON, ALBERTA – The Canadian Association of Chiefs of Police (CACP) is proud to announce the winner of an award recognizing the contributions of individuals and/or teams who have exhibited excellence, innovation, and initiative to help improve road safety through education, enforcement, training and/or community-based programs.

This year’s CACP National Police Award for Traffic Safety, sponsored by Accident Support Services International Ltd., was presented to Officer Simon Morissette for the project he launched in 2025 entitled Je suis “SécuriVert” près des chantiers (I am “SafetyGreen” near construction sites).

The initiative empowered public works employees to become active partners in road safety, giving them practical tools to engage motorists, reinforce safe driving behaviours, and help create safer construction zones for workers and the travelling public alike.

Developed in partnership with the City of Laval’s Public Works Department, the initiative combines real-time speed awareness, direct engagement with drivers, and collaboration between police and road construction workers to encourage safer driving behaviours. The initiative consisted of a simple but powerful feedback system. As motorists approach a construction site, a radar speed sign displays their speed and assigns a green, yellow, or red rating based on their driving behaviour. At the worksite exit, construction workers reinforce the message by displaying matching coloured signs either displayed a worker waving his thanks to safe drivers (green), a worker advising  drivers to slow down (yellow), or displaying the scene of an accident with a cone thrown in the air (red) thereby highlighting the potentially serious consequences of excessive speed. Together, these visual cues provide immediate, real-world reminders that worker safety depends on responsible driving. As needed, the initiative could also involve a police presence leading to certain drivers being pulled over so the officer could engage them in a dialogue about safety near road construction sites.

The program has enhanced worker safety, improved communication between road crews and police, and contributed to greater compliance in construction zones. The project transformed concerns raised by construction workers into a collaborative road safety solution that encourages motorists to slow down, increases awareness of work-zone risks, and strengthens partnerships between police, municipal employees, and the community.

By empowering workers to play an active role in traffic safety education and creating new opportunities for positive engagement with drivers, the program has helped reduce risks in road construction work zones while fostering a shared responsibility for road safety. The initiative has generated significant community engagement and has become a model for enhancing safety around construction sites.
