About the Role
The Ministry of Transportation (MTO) is seeking a transformative and visionary leader to serve as the Assistant Deputy Minister (ADM), Commercial Transportation Safety and Enforcement. This new executive-level role will provide strategic leadership to a dynamic and expanding division dedicated to advancing road safety and regulatory excellence in Ontario’s commercial transportation sector.
As ADM, you will drive the development and implementation of leading-edge safety and enforcement programs, guide the transformation of commercial vehicle oversight, and position Ontario to address future challenges, including industry modernization, electrification, and automation. This is a unique opportunity to shape the direction of a critical public safety mandate at a time of significant industry evolution.
Key Responsibilities
• Lead long-term strategic and business planning for the Commercial Transportation Safety and Enforcement Division.
• Oversee province-wide commercial vehicle inspection, enforcement, and education programs aligned with legislative and regulatory frameworks.
• Provide leadership in the development of operational policies and programs that promote commercial transportation safety and compliance.
• Direct service delivery across the province, including via delegate and licensee organizations, ensuring seamless and effective service to Ontarians.
• Build and maintain strong working relationships with government partners, industry stakeholders, and non-governmental organizations.
• Offer expert advice to the Deputy Minister on critical issues, trends, and emerging opportunities impacting commercial vehicle safety.
• Foster a workplace culture rooted in inclusion, respect, collaboration, and continuous improvement.
Qualifications / Required Skills
Candidate Profile
The ideal candidate is a bold and collaborative executive with a demonstrated track record of visionary leadership, successfully driving large-scale transformation and delivering service excellence. They bring extensive experience managing complex policy and operational portfolios within high-profile, public-facing environments. With exceptional judgment, discretion, and political acuity, they adeptly navigate politically sensitive issues and build trust-based relationships with stakeholders across all sectors and levels of government. The candidate is a champion of equity, diversity, inclusion, accessibility, and anti-racism, integrating these principles into leadership and decision-making. They possess an appreciation for enforcement culture and are familiar with emerging transportation technologies and data systems. Experience in law enforcement and bilingual proficiency in English and French are considered strong assets.
Qualifications
• Proven executive leadership experience in a relevant sector such as transportation, public safety, regulation, or public administration.
• Deep understanding of policy development, legislative frameworks, and government decision-making processes.
• Strong financial, human resource, and organizational management capabilities.
• Exceptional communication, strategic thinking, and stakeholder engagement skills.
• Knowledge of transportation safety frameworks, both provincial and national, is preferred.
