Frequently Asked Questions

1. Who can nominate an officer for this award?

Only the Chief of Police or head of a police service is able to nominate an officer for this Medal.

2. Who is eligible for a Police Exemplary Service Medal?

Serving members of a police force who has served at least 20 years on one or more force are eligible. Members of the Royal Canadian Mounted Police are not eligible for this award. However, if a member of the RCMP meets the requirements and eligibility for the PESM, he or she may be considered if he or she has not already been awarded an RCMP Long Service Medal.

3. If I have received another exemplary service award, am I eligible for this Medal?

No. Only one Long Service or Exemplary Service Medal is awarded to qualified members of a Police Service.

4. If there is a temporary break between the time I served for one police service and the time I served for another, am I still eligible for this award?

Yes, a break in service of two consecutive years or greater shall be subtracted from the accumulated years of service. This would include: long-term disability, workman's compensation benefits or other leaves of absence.

Therefore, any approved leave of absence, less than two years in duration (e.g. maternity or parental leave) should not impact upon the eligibility criteris".

5. Can I receive this award more than once?

You cannot receive the same award more than once, but there are 30 year bars and 40 year bars that can be pinned to the 20 year medal ribbon.

6. I am retired but have served for more than 20 years on a recognized police force. Can I be nominated for this award?

If you retired before August 1, 1980, you are ineligible to receive this Medal. August 1, 1980 is the retroactive date.

7. Can I nominate someone who showed exemplary service but died in the line of duty?

Yes, an officer is eligible to receive this Medal posthumously if he or she is not eligible for any other award. The Chief must submit a full report and fill the nomination form, plus the form for inscription to the Memorial to CACP.

8. How are the medals awarded?

Once the nomination is received at the CACP Decorations Committee and is approved by the Governor General, medals will be sent to the police service. Each Service is responsible for its own ceremony and administering of the award.

9. When is the deadline to nominate someone?

Please allow at least 3 to 4 months before the intended date of presentation of the medals to have all required information and nominations processed. We recommend 5 months if the presentation is scheduled for Police Week.

Les membres de la Gendarmerie royale du Canada ne sont pas admissibles. Toutefois, si un membre de la GRC remplit les exigences et les critères d’admissibilité pour la MPSD, il peut être pris en considération, s’il n’a pas reçu une médaille d’ancienneté de la GRC. 

3.  Si j’ai reçu une autre médaille de la police pour services exemplaires, est-ce que je suis encore admissible à la MPSD?

Non. Une médaille de la police pour services distingués uniquement est remise aux membres admissibles d’un corps de police.

4.  S’il y a eu un bris temporaire entre le moment où j’ai exercé dans un service policier et le moment où je suis entré dans un autre, suis-je encore admissible à la médaille?

Oui, en autant que vous comptiez au total 20 ans de service. S’il y a un bris dans le service de plus de deux ans (p. ex., pour congés, congé parental, raisons de santé, etc.), vous devrez rattraper ces deux années. Par exemple, si vous étiez absent d’un corps de police pendant trois ans, le nombre d’années à remplir avant que vous ne soyez admissible sera de 23 ans.

5.  Puis-je recevoir cette médaille plus d’une fois?

Vous ne pourrez pas recevoir la même médaille plus d’une fois, mais des barrettes à 30 ans et 40 ans de service peuvent être épinglées au ruban de la Médaille remise pour 20 ans de service.

6.  Je suis à la retraite, mais j’ai servi plus de 20 ans dans un corps de police reconnu.  Puis-je être mis en candidature pour cette médaille?

Si vous avez pris votre retraite avant le 1er août 1980, vous n’êtes pas admissible à recevoir cette médaille. Le 1er août 1980 est la date de rétroactivité. 

7.  Puis-je presenter la candidature de quel qu’un qui a eu un service exemplaire, mais qui est décédé dans l’exercice de ses fonctions?

Oui, un agent de police est admissible à la médaille à titre posthume, s’il n’a pas reçu d’autre témoignage de reconnaissance.

 
8.  Comment le médailles sont-elles remises?

Après que la mise en candidature a été reçue par le Comité des décorations de l’ACCP et approuvée par le gouverneur général, les médailles sont envoyées au corps de police concerné.  Chaque corps est chargé d’organiser sa propre cérémonie et d’administrer la remise de la médaille.

 
9.  Quelle est la date limite pour presenter des candidatures?

Vous devez prévoir au moins 3 à 4 mois avant la date prévue de la remise des médailles pour que les formalités puissent suivre leur cours.

Only a Chief of Police or the director of the police force in which the nominee has served or by the chairperson of the authority in charge of the police board is able to make a nomination to the Decorations Committee for a Police Exemplary Service Medal.

A person making a nomination must submit a recommendation in respect of the nominee setting out the date on which the required period of service for the Medal or Bar was completed by the nominee. This must also state that during that period of service, no serious disciplinary action has been taken or is pending in respect of the nominee. It must also be signed by the nominator.

On receipt of nominations for Medals or Bars, the Director, Chancellery of Honours shall submit the nominations to the Committee and the Committee shall consider whether a person nominated is eligible to receive a Medal or Bar and compile and submit to the Governor General a list of those nominees who, in the opinion of the Committee, are eligible.

The engraved Medals and certificates will be forwarded to the nominating authority for formal presentation on behalf of the Governor General.

Seul le chef de police ou le directeur d’un corps de police, dans lequel la personne mise en candidature a servi, ou le président en charge du comité de police, peuvent présenter une candidature au Comité des décorations pour l’octroi de la Médaille de la police pour services distingués.

La personne qui présente une candidature doit soumettre une recommandation indiquant clairement quand la période de service requise pour la médaille ou la barrette a été effectuée par la personne mise en candidature. La recommandation doit aussi attester que, durant la période de service, aucune mesure disciplinaire grave n’a été prise contre le candidat ou la candidate, et que ces derniers ne sont pas non plus sous le coup d’une telle mesure disciplinaire. La recommandation doit aussi être signée par la personne qui présente une candidature.

Au reçu des mises en candidature pour la médaille ou des barrettes, le directeur, Chancellerie des Ordres et décorations du Canada, doit soumettre les mises en candidature au Comité des décorations, et le comité doit déterminer si les personnes sont admissibles à une médaille ou à une barrette, puis  compiler et soumettre au gouverneur général une liste des personnes mises en candidature, qui de l’avis du comité, sont admissibles. 

Lorsque le gouverneur général a signifié son approbation en apposant sa signature sur l’instrument, les noms des récipiendaires sont publiés dans la Gazette du Canada. Les médailles gravées et les certificats sont transmis aux autorités qui ont présenté des candidatures aux fins de la remise officielle des médailles ou des barrettes au nom du gouverneur général.

CACP Recommendations for Nominations

In order to have a successful nomination, the CACP:

• suggests that you create a local committee composed of members of your police force and Police Association to recommend candidates for the Police Exemplary Service medal.
  

• recommends that before setting a date for a ceremony, make sure that all candidates are eligible and that they are approved first by the Chief. Remember that the twenty years, thirty years or fourty years must be served at the time of nomination otherwise the nominees will not be approved for the Medal. Please also allow three to four months before the ceremony takes place to process the application.
  

• advises that forms be filled out properly and completely. If more than three candidates are being nominated from your service, use the form for multiple nominees. Please keep 20 year Medal and the 30 and 40 year Bars nominations separate (eg: use a different form for each category if nominating more than three officers). Keep the third copy and send the first two copies of the nomination form to the Chancellery at 1 Sussex Drive Ottawa, Ontario K1A 0A1

Background

Most countries have, as part of their honours system, some form of official award to express tangibly national gratitude for long and meritorious service, particularly in fields of endeavour involving potential risk or adverse working conditions.

In mid-1980, a federal committee met to study a proposal from the Canadian Association of Chiefs of Police to establish an Exemplary Service Medal. Its recommendations to the government were favourably entertained. On August 5, 1980, Prime Minister Pierre Trudeau, in his letter of greeting to the 75th annual conference of the Canadian Association of Chiefs of Police, praised the devotion and discipline of policemen and policewomen in the performance of a difficult and delicate task, closing with:

"I am therefore, most happy to announce that, in recognition of the outstanding service rendered by our police forces, it is the intention of the federal government to establish a Police Long Service Medal. I look forward to early discussions between the government and representatives from your organization on the rules and ordinances which will govern the award of the medal."

Those discussions determined that the medal should recognize much more than mere tenure and should be awarded for long and meritorious service. Regulations were drafted to reflect this decision, and provisions made for the granting of "special" as well as posthumous awards where outstanding service has been performed and no other suitable form of official recognition is available. The name "Police Exemplary Service Medal" was chosen as best representing the intent of the award. The first Medals were finally awarded three years later on December 14, 1983.

The design of the medal is simple: the scales, representing justice, on a maple leaf. The scales were chosen as an appropriate symbol as the police form an integral part of the justice system, performing valuable duties in the community beyond simple enforcement of law. Because no single agency represents the entire police community, and especially because the medal emanates from the Head of State, administration of the award of the medal has been assigned to the Chancellery of Honours, which forms part of the Office of the Governor General.

The role of the CACP Decorations Committee is instrumental in administering the Medals. Upon receipt of nominations for Medals or Bars, the Director, Chancellery of Honours, shall submit the nominations to the Committee and the Committee shall consider whether a person nominated is eligible to receive a Medal or Bar; and compile and submit to the Governor General a list of those nominees who, in the opinion of the Committee are eligible. The Committee will also act as an advisor to the Governor General on such other matters concerning the award of the Medal or a Bar.

Une personne est admissible à une médaille si elle est un agent de police en exercice et qu’elle a au moins vingt ans de service à temps plein dans un corps de police ou plus du Canada, y compris la formation de policier cadet à temps plein, d’une telle valeur qu’il justifie l’octroi d’une médaille, si la période de service, en tout ou en partie, n’a pas fait l’objet d’une autre décoration ou remise d’une médaille officielle pour un service national de longue durée, ou pour bonne conduite ou efficacité.
 
Les agents de police à la retraite ne sont pas admissibles à la médaille; toutefois, s’ils étaient en service au 1er août 1980 et avaient à cette date un minimum de vingt ans de services à temps plein dans un corps de police ou plus reconnu du Canada, ils sont admissibles.
 
Les membres de la Gendarmerie royale du Canada ou des Forces armées canadiennes ne sont pas admissibles à la médaille; toutefois, des services exemplaires à temps plein d’anciens membres de la Gendarmerie royale du Canada peuvent être admissibles s’ils n’ont pas fait l’objet d’une médaille ou d’une barrette pour ancienneté, service ou bonne conduite de la Gendarmerie royale du Canada.
 
Le service exemplaire à temps plein d’anciens membres de la police militaire des Forces armées canadiennes sont admissibles au titre de services exemplaires pour l’octroi d’une médaille, lorsque ce service n’a pas été fait l’objet d’une décoration et de la remise d’insignes des Forces armées canadiennes. Toutefois, le chef ou la personne qui présente des candidats doit joindre à la demande une documentation claire sur le service en question.
 
Le gouverneur général peut, sur l’avis du Comité des décorations, annuler ou retirer une médaille ou une barrette à toute personne et les rendre à ces personnes, s’il le juge nécessaire.
 
La médaille peut être remise à titre posthume à un agent de police décédé dans l’exercice de ses fonctions, lorsqu’il n’est pas admissible à un autre témoignage de reconnaissance officiel.
 
Les personnes mises en candidature ne doivent pas avoir eu de mesures disciplinaires graves prises contre elles et ne doivent pas non plus être sous le coup de telles mesures au moment de la présentation des candidatures.
